A Gulf Country
Our own government recognizes that in Spain there is an underground economy of at least 16% of GDP.
With such a percentage of productive activity without control or taxation of any kind, all official data or pious conjectures are approximations of reality. For example, the unemployment figures: So only half of those made apparent the underwater tasks unemployed, unemployment in this country should not exceed 12%. This explains that there has been a resounding social upheaval.
From there, the picaresque and collective ragamuffins are served.
How many of these false unemployed receive both a salary and unemployment benefits? How much tax we would save if the question might abound "with VAT or without VAT" to hire the famous "bungling"?
It is still common that a taxi driver offered to give receipts for an amount exceeding the race done. Or a Social Security doctor who knows a prescription will be resold.
With that permissiveness of fraud, we can not shock us peons false after the PER, CAP aid diverted to private consumption, benefiting cronies ARE unrelated to the undertaking concerned Advisors useless counterfeit reports of public institutions and so on., and so on.
Nobody seems to get rid of this epidemic. For years, liberals Estevill praised the judge for daring to imprison corrupt businessmen. Then he fell silent to hear that he was the most corrupt, that will lock them blackmail them.
And why there are no laws that promote financial transparency and punish any corrupt ways?
I fear that such a simple question has an easy answer: because the legislators, or politicians, as anyone involved in such practices. Since the matter Files, for 20 years until the recent cases Gürtel, Pretoria and Palau de la Música, the political parties have been the first to be financed by such practices: cost overruns in public works, fees, waivers, etc.., Etc. .
What happens is that during periods of plenty, the plenty of money generated so unorthodox and irregular bagging satisfied all the shyster who participated in the chain. Now, however, when the pasta comes to all, many of them feel aggrieved.
But then as now, what is clear is that this is still a country of gulfs and rogues.
